It may be left over from previous arrangements. If you go into the Great Wall restrooms here in Warsaw, you can see they still have a southwest/Mexican theme.
Maybe they are trying to get the husbands and boyfriends to support their wives and girlfriends not to drink...?

Joel - We were in Thunder Bay today, at a McDonalds so the kids could get some exercise in the Play Place. I had to take Rachel to the men's washroom to change her diaper. As we were washing our hands a six year old boy came in and stopped to stare at Rachel. Eventually he asked, "Is that a boy or a girl?" "She's a girl," I said. He responded, "Oh, am I in the wrong bathroom?" "No, this is the men's bathroom." Then very matter-of-factly the six-year-old informed me that Rachel should not be in the men's bathroom. So we finished up and left!
